Accept host-qualified native view headers and optional bridge refusal metadata while selecting the native checkout compiler. Use an installed TAPI-compatible macOS SDK when the selected SDK advertises arm64e.x1-macos, which the installed linker cannot parse. Validation (macOS arm64): run_zagscript_views.sh 28/28 PASS; run_reference_dynamic_plugin_macos.sh PASS; bash -n and git diff --check PASS. Full bootstrap not completed.

The ZagScript v1 native-view test harness incorrectly interpreted newer macOS compiler output, and the macOS dynamic-plugin reference suite could select an incompatible SDK. The completion runner also hardcoded Apple Silicon binaries on Linux and disabled Linux memory guards.
This change accepts host-qualified native view results and optional refusal metadata, falls back to a compatible macOS SDK for dynamic-plugin references, rejects invoking the Linux release gate off-host, and selects the correct compiler/planner for the ZagScript 1.0 completion runner. A small preflight regression verifies unsupported, macOS ARM64, and Linux x86-64 host selection without launching a bootstrap.
Validation (Apple Silicon macOS):
Full macOS completion validation (2026-10-25, commit 4f8f440): ZagScript 1.0 completion PASS, with 39 recorded gate-step exits at rc=0; compiler reached a byte-identical stage-3 fixed point, the daemon rebuilt, the previously failing allocation-accounting suite passed, macOS reference applications passed 6/6, and the capability matrix declared 32 supported, 0 partial, 0 unavailable. Full log: /tmp/zagscript-pr16-current-completion.log on the validation machine. GitHub host-preflight CI passed.
Remaining release limitation: The official Linux release/master certification has not been performed on this branch. That separate Linux certification is still required before cross-platform release claims.
Base is fix/unsigned-integer-semantics so this PR can be reviewed independently of earlier integer fixes.
